The reason this current problem has arisen has to do with the fact that CTS used to bill for these connections so there were various controls related to authorizing a user based upon if the account is on a paid service package. We are removing all of that because CTS no longer bills for these accounts.

This among other reasons is why this connection model is being phased out with CTS. It is administratively too complex to deal with and we have been moving users off of it. The only users remaining, are ones which for one reason or another cannot move off of it.

None of these restrictions are in place with the TT order routing account assignments. That is very straightforward and reliable and has redundancy implemented. There is redundancy with CTS, but that may not have helped in this case.
