I use the download version of TWS and it never goes offline. What you can have is that there is some interruption of a certain Datafeed and TWS gives you a notice 'bleep' but most of the time this is one of the farms that is been restarted. I almost never in years and years of TWS trading encoutered a CME feed halt that wasn't all over the world.
