We are working on the permanent fix for this, but found a few other items that need to be corrected as well. The issue is that it was treating the Horizontal Line as if it was being initially drawn, therefore it was looking at the option Tools >> Auto Snap on Creation even though it was being adjusted. Therefore, in the short term, if you turn off both Auto Snap options in the Tools menu, it will not auto-snap the horizontal line.
