Certainly the documented method works to delete Study Collections. For the user account at post # 10, that account is set to allow File Downloads. You need to disable file downloads on that particular account if that is the account where you want to delete the Study Collections from. What you describe at post #12 is not the right way to solve this. If you have disabled file downloads, they simply will not be downloaded regardless of the file groups you have set up.
