The problem is the actual low level activity is not being fully revealed. We have done a thorough review and we do not see a problem like you show. Also keep in mind it is not only the bid/ask which can cause resets, but also Bid trades and Ask trades occurring at different price levels according to the standard recent bid volume and recent ask volume rules.
