I closed all of my chartbooks one at a time and gained 1GB back closing the NQ chartbook. I then excluded that from loading on startup, thinking it was corrupted, but still went from 1.6GB to 2.7GB after running. Outside of Sierra, the Windows 7 is functioning as expected.
