This is our conclusion: It seems it is a server error representing the FAST data.
We can send the information we have to gain capital but it is highly doubtful they will do anything. This is incredibly complex stuff, and they are using an encoder from http://OpenFAST.org/ So in other words, the problem is not solvable by us unless we have made some mistake that we did not recognize but we can only spend so much time looking into this.
