Make sure you have Global Settings >> Tool Settings >> Support Drag for Drawing Creation/Modification disabled. Also make sure that Tools >> Pointer is selected before doing a double-click operation. Otherwise we see no problem with this at all. Nothing like you describe. Even what you describe is not even reproducible when that option is enabled. Other than the Chart Drawing Properties cannot be opened with a double-click with that option.
