What you can do is create the chart you want to have as the inset, and then detach that window from the main Sierra Chart and then set that detached window to Always on Top.

Also, if you want to be able to view the inset window regardless of the Chartbook selected, then refer to this option:

And finally, if you want to minimize the information on the inset window, you can remove the title bar and scroll bars. Refer to the information here:
