If you indeed have followed all of the items in that section, then we do not know what the problem is. That is very thorough and very detailed. There simply is no other information we can provide which would help. Once again the instructions are at step 26 here:

What this clearly shows is that the connection is being made to Trader Workstation but then either a firewall is blocking the connection or Trader Workstation is not actually listening on port 7497.
