I've noticed this for quite some time. It only happens if the ChartDOM is on the chart. To reproduce, do this: Left-click in the chart and drag to the right and release in either of the Buy or Sell columns of the ChartDOM. The hand is 'stuck' to the chart but only on the horizontal movement, not the vertical. To release, click again in the chart.
