Reading through the page you linked to, you would need to do the following. Place an RSI study on the chart. Then use the following formula in the Spreadsheet Formula study:
=(2^(.1*(ID1.SG1 - 50)) - 1) / (2^(.1*(ID1.SG1-50))+ 1)

The ID1.SG1 is the reference to the RSI Subgraph.
