This is probably caused by anti-malware/Antivirus/security software running on your system. Try disabling the security software. Another thing is that if you right-click on the file in Windows Explorer and select Properties, somewhere within the settings, there will be a button to allow/unblock the file because it may have been blocked because it was obtained from another system.
