We do not see how this delay is related to Rithmic.

This is the kind of problem we have heard about among some users who are using CQG due to a network connectivity issue.

Do you actually have confirmation of this from the timestamps in the Trade Activity Log:

Look for the time delay from when the order Status goes from Order Sent to Open for an order.
