Although it might help to reorder the charts as you require through the Windows and Chartbooks dialog window:
Window and CW Menus: Windows and Chartbooks (Window)

However, for the reordering to actually take place within the Chartbooks so it is in effect when you reopen it, you will need prerelease 1731 or higher. Update following these instructions here:
