Go to the Menubar->Global Settings->Tool Settings->General tab->After Single Tool Use Change To: Hand. I've also found that enabling another setting on this page "Double Click On Drawing Brings Up Drawing Properties" to be helpful. Chart Drawing Tools: General Tool Settings Also on the Chart Values tab if you enable "Always On When Chart Values Tool Selected" and set "Action When Other Tools Selected" to Always On When Using Other Tools, this will cause the cross-hair to be constantly enabled even when drawing tools.
