Update:

I spoke with CTS and they double checked my setting on their server. From what they can see i have all the correct permissions setup. However, they do not see my login into the DTC server, so perhaps the issue is sierra is still trying to connext to the FIX server. I would appreciate if you guys could double check this, also, this is the error i get when placing a limit order:
