We see no problem with this. We have to wait for additional feedback from other users. We do not see how testing your Chartbook would make a difference. But you can attach it and we can try. It is more likely, that you have a misunderstanding of how this should work. Would be good to describe specifically the particular tab drag operation you are performing with detail and we can see if the result makes sense. The problem that existed before was a simple index issue that was off by one when dragging to the left. And there was also a complete rebuilding of the tab bar after a tab drag which should not have been occurring which could cause the visible portion of tabs to shift. This was causing confusion.
