I have Tools >> set to ChartValues/Crosshair. I have Global Settings >> Tool Settings >> After Single Tool Use Change To set to ChartValues. These settings have been the same for ages but the issue with the activation of drawings has only started in the last few weeks. I've had other glitchy behaviour in the past and the only way I could fix it was to delete Sierra and start with fresh data and a new chart-book, but that takes many hours to complete so it's only a last resort. One of the prior issues I had that I can remember was the Cross-hairs not activating on certain charts some of the time, you could click all you wanted but nothing happened.
