That must be a local issue. Both links work correctly on our end, on multiple different browsers and computers. A TLS connection should not and does not really matter in this case. The only difference a TLS encrypted (https) connection has is that it stops your ISP and/or others from injecting additional data like ads and/or trackers to pages: https://www.privateinternetaccess.com/blog/2016/12/comcast-still-uses-mitm-javascript-injection-serve-unwanted-ads-messages/ The only issue that we do see is with older versions of IE, where the file is downloaded but it is not given the correct name.
