As it turns out, the issue was that I had my trade window set to trade a high quantity of contracts from when I was playing around on SIM and clearly didn't change it back. Once the gentleman at IB talked about the initial margin I would have needed to open the position, it all made sense. Since I wasn't able to see the initial order lines with OCO orders on my chart, as the order was never placed on the server, I wasn't cluing in to the fact that I was trying to enter a much higher position. Its a shame the error message wasn't any more descriptive, and even the IB guys had to end up connecting me to the API experts and have me upload the API log in order to figure out what the problem was. Good lesson learned though about playing around with settings!
