Regarding the MDI window state issue, this is now resolved in version 2936.

We do not see any problems with the Stationary text tool drawings maintaining its placement.

Please check the Stationary text, since the following it's not happening:

When using the Stationary Text tool, the text you enter is positioned relative to the top left of the chart window. Therefore as you scroll the chart, it always remains stationary.

It behaves exactly like the simple Text Tool: if I scroll the chart, it moves.

Right-click on the Stationary Text chart drawing, select Chart Drawing Properties.

Does it display Stationary Text at the top of the properties window?

And make sure this is set to No:
Link To Vertical Axis Scale: No
