I saw this online and seems interesting, it overlays a higher time frame candle as its forming on the lower time frame.

So if you have a 5min chart open, it might overlay the 15min candlestick on the 5min chart. After 3x 5min candles it will restart and show the start of the next 15min candle.

You can do it with the Spreadsheet Study study.

Just wanted to bump this back up and see if anyone knows of a indicator that could make it look like the photo I linked in the original post?

In a word, no.
It would require programming a custom ACSIL study.

You can do something similar with the Study/Price Overlay study.
