I can't open Chart settings not new not old. Instead, I get Setting Name: Symbol, Symbol Settings, Volume at price, Global Symbol settings. How I can change time frame now, etc.?

What you are seeing is the new Chart Settings window. Everything that was on the old Chart Settings is in the new one, although it may be under a different tab than previously. For instance, to change the Session Times, you would select the Session Times tab at the top and then adjust the times as necessary.
