I was out of money on my account and after refunding I have no access to Sierra data feed. What should I do to get it again?

After activating it allow about three minutes for the server to receive the updated authorizations. At that time, reconnect to the data feed using the commands on the File menu. Thank you for reply. I have activated all I needed, waiting more than 15 minutes and it still shows "Download failed". Pls help.
