Is there a setting to set the compact tool values window in a fixed location on ALL charts and have it set to stay in that specific position after saving, reloading SC?

Yes. This is Global Settings >> Tool Settings >> Save Compact Tool Values Window for Each Chart. You need to uncheck this setting. With that option checked I thought it was supposed to save the tool window for each chart - it does NOT do that for my installation. No matter how many times I re-position and save the location invariably moves for a specific chart, i.e., the location info apparently is not being saved.

When you move a chart, the Compact Tool Values Window will move with it. Maybe that is what you are seeing. Uncheck the option. I'm not moving the chart. I have several chart books with several individual charts in each chartbook. I just tried it again, both ways, checked and unchecked. I moved the tool values window where I wanted it in each chart, saved, shutdown SC, reloaded and tool window position moved whether I had checked or unchecked the option.

I believe I fixed the problem. I uninstalled SC and reinstalled, unchecked "Save CVT Window Position for Each Chart" and now the CVT windows do not move. However, I tried rechecking "Save CVT Window Position for Each Chart" and resaving all charts, closing and reloading SC and that does not seem to work, i.e., the CVT window locations aren't saved.

Do not uninstall and reinstall. That will accomplish absolutely nothing with regards to something like this. We are looking at this issue now.
