I'm curious about the scale and other settings used in the attached video. When the footprint is positioned inside the screen, the camera is locked and the the camera tracks it as it leaves the extremes of the screen

What you are seeing is the way the scale will function in most settings. The only setting where this would not be true is if you have set the scale to "User Defined".
