There is no setting that controls whether you can adjust the Chartbook tabs or not. You should simply be able to do it. We really do not know why you would have an issue with this. The only thing we can think of is that this could be an Operating System resource issue. Please reboot your computer and start Sierra Chart in one of the instances in which you are having an issue and see if the problem persists.
