Hand tool problem

I am unable to move the chart data using the hand tool, neither vertically or horizontally. I have additional fill space activated and the vertical scaling option is selected. I am able to adjust the regions however I can't move the chart. Using version 2634.

Please disregard. The tool began working. FYI I was building a new chart and it started to work after I changed the timeframe from 1 min.
