Can not scroll up on chart

Just added a new chart to my CB and I ham having trouble moving the scale/range to scroll up on the chart. It does not seem to do anything. Also it is not showing the price scale on the right side only the current price.

After restarting my computer it works fine now. Not sure what the issue was
