I have searched and looked at/tried changes in settings for this and am missing something little. My overlay bars do not line up, they setup slightly higher. Any help would be appreciated. Thank you

Check the Scale settings for the "Study/Price Overlay" that is overlaying those bars and make sure it is set to "Automatic" (or Same as Region).
