I currently have nasdaq totalview enabled, if I subscribe for consolidated tape for an extra $10/month which one is best used for order book? Does time and sales for NQTV vs USCT still differ?

Market Depth data is only available through the NASDAQ TotalView, but it is just for the NASDAQ exchange. There will definitely be differences in the Time and Sales, as the consolidated tape has the volume from all the exchanges for the product, not just NASDAQ (as the NASDAQ TotalView is).
