You can not directly. The best you could do is to duplicate a chart and it will take the next available number, starting from the lowest number. For example, if you have chart numbers 1, 2, 5, 7, then when you duplicate a chart, it will be chart #3 (then 4, then 6, then 8, 9, 10, etc.). So you would have to duplicate until you get the number you want.
