I have reviewed all of the order types in the Sierra Chart documentation but I do not see any that fit this criteria.

On more than one occasion I have witnessed price action moving to my target and beyond in a surge of market activity.

The target worked as expected, exiting my position however I am wondering if there is a defined order type which will allow a possible surge to move through the target limit price and then follow the price surge, incrementally moving the stop to capture a portion of the surge in price action?

What you are wanting doesn't exist, as you want it to be a Target that is smart enough to know that the price is moving quickly through a particular price level. You would have to code this.

But, what it sounds like you might want is to use a Trailing Stop order and then set your Target to a very large value (or none at all). The Trailing Stop will then trail the price as it continues to move upward and then if it turns downward will fill when the price goes below the stop price. Refer to the following, along with the other Trailing Stop type of orders:
Order Types: Trailing Stop
