It depends on what kind of order it is. Most orders are held at the exchange on their servers, so your local computer does not have any control over them, in which case it does not matter if your computer is on or off. Some other orders are held on a server with your trading service and then sent to the exchange at the proper time, but here again, your local computer does not have any control so it does not matter.

And then some orders are only "client", which means they are controlled by your local copy of Sierra Chart, in which case those orders do not exist if your computer is off, as there is nothing running to make them do what they are supposed to do.
