I have my intraday storage setting set to one tick but when I pull up range, tick and volume charts each bar is starting "on the minute" on all my live intrday charts.

Rithmic has very little historical tick data and it is not supported by Sierra Chart for various reasons. You will only have tick data from data collected in real-time. For more help, refer to help topic 47 here:

With one of the brokers we work with, when you use Rithmic you will have historical tick data. Refer to this page:

I use DeepDiscount with Rithmic and in the past have received tick data on LIVE charts (historical is less relevant to me.) Is my unddrstanding correct that I should be getting tick data for some period of time (a day, two days etc.) as long as I stay connected? Or must I be with Optimus for that to be true?

Stay connected to the data feed as much as possible and in this way, you will maintain tick by tick data. So yes, by staying connected you will have tick by tick data in Intraday charts.
