Moving chart horizontally

I upgraded from v948 to v967 and am no longer able to left click & hold and move the chart horizontally. All scrolling options in Global Settings/General Settings are set to enable scrolling. What do I need to do to get this function back?

You need to use the Tools >> Hand tool.
