I'm trying to access NumbersBarsExampleChartbook.cht that I downloaded. I save it to sierra data folder but it does not appear there.

It looks like you opened the Sierra Chart Installer. If Sierra Chart is not installed, then you need to finish installing. If or when it is installed you then do File>>Open Chartbook. You cannot double-click on a CHT file and have it open in Sierra Chart.
