Defaulting Horizontal Lines to be behind Chart Trader Lines

Is there a way to set tools like a horizontal line, to default to drawing themselves "behind".. ? currently my horizontal lines that I add to the chart, obscure the Chart Trader lines. I would like any horizontal lines I add to be behind the chart trader lines. |
