is it possible to put a Custom Text label on the Horizontal Ray? If not, could you set that up?

Right click on the Horizontal Ray and choose Modify Text. Make sure, that you have Modify Text in the Selected Menu Items list in Global Settings >> Customize Chart Drawing Menu
