I take back what I said about the Marker being a solution. It works with some competency but the length/size of the Marker slightly changes when zooming between certain levels. So it is not an accurate, workable solution. Please advise alternatives

There is a not a built-in tool that will let you set the number of ticks that the tool drawing will cover. The only way to do this would be to use ACSIL. Refer to the following:
