I have a question about the Services Balance of $4.60 on my Account. I believe that is for telephone support that I never used. If I pay that fee of $4.60, can I set up a telephone call with one of the software technicians to ask a couple of questions about how to customize my sierra charts?

The $4.60 is just what is available in your account at this time. You can always look at your list of debits and credits to your account in the Transaction Log. There is a link to access the list on the Account Control Panel named View Transaction Log and Payment Receipts.
