This is related to the DTC Protocol version. We have a DTC crypto server that is version 7. Older SC versions connect to it just fine but newer ones cannot (they get protocol mismatch message).

So long story short, we are looking to upgrade the server to support DTC protocol 8. Is that just a matter of changing the version number and I can expect no regressions? Or are there changes I should be aware of that might break existing functions?

What is the encoding method used? Basically you just need to recompile the server using the version 8 headers.

Yes you definitely will need to use the newest header files. It is not just a matter of changing the version number. There are some structure changes.
