Can this be done, and can it be setup in conjunction with a trading lock that is triggered when a certain daily loss amount is reached? So that whichever comes first triggers the trading lock, IE: the time of day or the loss amount?

Should "start of day" be set to 00:00:00 or 09:30:00 if I am in the EST zone?

This is up to you. It depends upon what you want to consider the start of the trading day. So for example if trading is locked one day, it will then unlock at the start of the next trading day.

So the time I set for the trade lock will be based on my computer's time zone/clock and has nothing to do with whether I set start of day to 00:00 or 09:30?

Unfortunately this is not working (not locking when the time of day is reached). I believe I have the global time set correctly and have followed all other steps you gave me. Can you please see the attached screenshot/file and see if you can determine what the problem is?

Thank you.

Based on the Profit/Loss amount (0.0), the daily net loss amount was never reached. Therefore, trading was not locked as there was nothing to do.

The specified loss must occur before locking of trading will occur.

Refer to the information here:
Global Profit/Loss Management: Lock Trading (Global Settings >> Global Profit/Loss Management)

I set a trade lock for 9:38 AM. Not asking about the loss lock.

For automatic trading: If you use an autotrader you can include a condition before entering the Trading system study, for example with the help of the Time Range Highlight and Colorbar study based on alert condition

I was wondering if there is the capability to lock trading for a specified amount of time after a trade is closed, regardless if it is a winner or loser. I found a setting within the global loss management, but can't seem to get it to work.

Sierra Chart does not support the above out-of-the-box. My risk management study can lock trading four different ways: Trades Won and/or Lost, Max Loss over Time, Max Drawdown for the day, and 8 No-Trade Time periods. When locked, you cannot unlock it from the menu. You can do an emergency flatten if needed. https://forgivingcomputers.com/advanced-risk-management-tool-for-sierra-chart/
