When I set my spreadsheet trading to 18:00:00 - 00:00:00, my signals are being displayed, but my orders are not being placed (replay mode)

It is not possible until version 2120 which is yet to be released, to use those particular start and end times which are reversed:

Instead of using J85/J86/J87, you could use this formula in J28:
=AND(FRACTIME(J41)>TIMEVALUE("00:00:00"),FRACTIME(J41)<TIMEVALUE("18:00:00"))
