My plan is to run 100 different NYSE chartbooks and 30 forex chartbooks and probably around 20 "others" at the same time on the same machine firing alerts.

Are there limitations to observe to then build my machine around/accordingly in order to handle the demand needed?

Also, as there are email limitations around how many emails can be sent, how do I get around that? if I have 100 tickers and 50 or so other chartbooks all firing alerts, there certainly will be way too many alerts even per hour and will exceed the limitations. How do I make this limitation not an issue?

Regarding sending emails, we want you to use your own solution for that. Maybe use libcurl:

Otherwise, you are going to have limits sending email from our own systems.

And you will want to use multiple instances of Sierra Chart for this:
