Replay Control Panel mostly hidden

I am trying to use the Replay function and when I click on the RPL button or go to Chart>>Replay Chart>>Replay Chart(Control Panel) the Control Panel Window shows at the very top of my monitor with only about the bottom 20% of the window showing. I can't drag it down to use it because the part that you drag a window by is not visible. Is there another way to get the Control Panel Window to show?
