Sierra Chart version 2017 crashes with a stack overflow (exception 0xc00000fd) when scrolling in a specifically sized Quote Board.

1. Open Sierra Chart in safe mode
2. Create a new Quote Board
3. Add a symbol (ESZ19)
4. Resize the Quote Board so that:
a.) all columns are fully visible
b.) the first empty row beneath the symbol is partially visible
c.) nothing below the first empty row is visible
5. Place the mouse cursor in the Quote Board window and attempt to scroll with the mouse wheel

We are not able to reproduce this, but we can make an educated assumption about why it might be happening and we will add a check to prevent this.
