How do I set up an alert condtion so that when the price crosses through a particular moving average on a 60 minute chart, and also the price must cross through a particular moving average on a 30 minute chart, and also on the 15 minute chart of the same contract, the alert condtion will be activated?

The general method to accomplish this is to overlay all of the moving averages you need in the Alert Condition onto a single chart. Refer to the documentation for this here:
