Yesterday installed a new copy of 1061, set it to download 2 days of data at 1 tick.
I opened a chart for ESZ3 and SC started downloading data from september...
It downloaded the *whole* contract at 1 tick which came to 950MB.

Downgraded to 1038, deleted the scid file, downloaded ESZ3 again and got 2 days of data.

Yes, this is true. 100 days minimum is downloaded to ensure the user gets a significant amount of data or all of the data for a futures contract.

The only exception is when unreliable historical data services are used. Such as with Interactive Brokers.
